69. Wagner declared County Council winner after opponent concedes in recount

DELAND -- Four days after the Nov. 4 general elections, Josh Wagner was declared the winner of the County Council District 2 seat when opponent Nancy Epps conceded defeat during the recount process

Even though 6,100 votes were still to be manually recounted, Epps, who was behind by 88 votes in a machine recount, threw in the towel.

Wagner had maintained a 67-vote lead or 50.1 percent election night after the polls closed, but that gap widened before the start of a hand count of each ballot.
The seat represents Daytona Beach Shores, South Daytona, Ponce Inlet and portions of Daytona Beach, Port Orange and Volusia County.
